Issue 43, August 20, 2008
US Customs & Border Protection (CBP) will mandate use of container seals that meet ISO/PAS 17712 standards beginning 15 October 2008 (date of cargo arrival). The ISO/PAS 17712 type seal, meets CBP standards for unique numbering, strength, durability, and tamper resistance. They will be required on all US bound containers except Open Tops, Flat Racks, and ISO tanks. Seals will also be required for containers which arrive at US port and will remain on board the vessel for foreign destination (FROB), as well as containers to be unloaded for inbond transport to CA or MX.
The requirement for the special seals was established by the Safe Port Act of 2007. Full text of the requirement can be found at the following site in vol. 73, no 159 of the US Federal Register dated 7 August 2008. http://www.gpoaccess.gov/fr/
While the ISO/PAS 17712 type seals are in wide use today, supply is expected to be limited as enforcement date nears. Therefore shippers/consolidators are encouraged to obtain them now.
