DHL Global Forwarding is committed to providing our customers with continued updates regarding Import Security Filing / 10+2 by CBP. An Interim Final Rule was published on November 25, 2008 outlining the program. Customers are encouraged to review the rule at the Federal Register’s website link-

This Interim Final Rule helps clarify a number of key questions and has amended some previously proposed rules. Highlights include:
- Timeline and effective date of the program which is 60 days from the date of today’s publication in the Federal Register;
- Flexibility with respect to certain elements of the ISF which include container stuffing location, consolidator, manufacturer, ship to party, country of origin and HTSUS;
- Bond requirements including the creation of an Import Security Filing bond;
- Penalties have been amended to $5000.00 per transaction vs. value of the shipment;
- Enforcement period will be 12 months from the published date;
- Comments regarding six of the required data elements, compliance costs, and barriers to ISF filing prior to lading are being accepted up to June 01, 2009.
