Issue 19, February 6, 2009
The Transportation Security Administration’s directive to begin screening 50% of all cargo scheduled for passenger aircraft at the piece level effective February 2009 is now in effect. All prior alternative means of screening for shrink-wrapped, strapped, and banded shipper pallets prior to February 2009 have been eliminated and the new regulations now apply.
DHL Global Forwarding, certified under the CCSP, remains on schedule and is in full compliance with the regulations and standards necessary to ensure the integrity and security relevant to the handling and transportation of air cargo throughout the supply chain.
Due to inconsistencies in the interpretation of regulations within the air cargo industry, and our customers, DHL Global Forwarding will temporarily waive all fees associated with the Certified Cargo Screening Program until further notice.
DHL Global Forwarding will temporarily absorb all costs associated with the Certified Cargo Screening Program (CCSP) but will still be required to follow the TSA rules. Delaying the CCSP fee will enable our customers additional time to review TSA piece level screening requirements and consider alternative packaging such as the recommended over pack containers. Alternative packaging will not only ensure product integrity but also minimize the cost impact of this Congressional mandate.
