U.S. Customs Notification Regarding Reconciliation Reports

U.S. Customs and Border Protection (CBP) has issued a reminder to importers and filers that, when running ACE reports, reconciliation flags are not being consistently displayed for the entry summary. Until this issue is resolved, filers should NOT rely on ACE reports for reconciliation purposes. At this time the Automated Commercial System (ACS) remains the system of record for non-ACE entry summaries. Filers can use the entry summary data they submitted through the Automated Broker Interface for reconciliation purposes. Alternatively, filers needing assistance in completing the reconciliation entry can purchase applicable reports from the Revenue Division. CBP continues to work on this issue and will notify you as soon as it is resolved.
Please note Importers of Record that participate in the ACS Reconciliation Prototype may obtain flagged entry data from alternate CBP reporting databases. These include-

Customs Masterfile Extract and Liquidation Extract
The Masterfile extract reports all open bills and unliquidated formal entries. The Liquidation Extract Reports all liquidated entries during a given fiscal year.

Request for the reports must be on company letterhead, include Importer of Record IRS number(s) and include payment for the applicable processing fees payable to CBP. The request would be mailed to:

Both reports will provide whether the entry is flagged for reconciliation and the specific issues or issues for which the entry was flagged. i.e. Value, Classification, 9802, NAFTA, CF-US or a combination of these.

Please note entries that were never flagged or flagged and subsequently closed out on a reconciliation entry filing will not display any flag data on the extract reports. If purchasing these reports, Importers should obtain both reports as flagged entries may be liquidated or unliquidated.

Keep in mind these extract reports provide entry/entry summary dates, duties, taxes and fees per entry; however, the reports do not provide line level entry data.

ITRAC- Importer Trade Activity Reports
The office of Strategic Trade provides line level import data under the (FOIA) Freedom of Information Act. ITRAC CD-ROM includes reconciliation data and various other import data tables.

Request may only be made by authorized company officials and must include the following, IRS numbers, Time period desired, agreement to pay cost, 3rd party authorization for receipt of reports if applicable and statement that report are obtained under FOIA regulations.

Customs No File Reports
Importers with Customs Account Manager may inquire regarding CBP no file monthly reports. This report displays flagged entries for the previous month that are coming due.
